Horace Suber has been a resident of Newport News since birth. He grew up in the area and attended school during segregation in the 1940s and 1950s. He was one of the first students to attend Newsome Park Elementary and graduated from George Washington Carver High School in 1956. Suber joined the military in 1959 and served his country for 30 years. During his time in the military, Suber completed two tours of duty in Vietnam. He is active in his family church as a preacher and was the pastor of his own church in the past.
